Our GIS Team delivers high-quality spatial analysis, mapping, and data management to support projects across transportation, environmental, water, and infrastructure markets. We use advanced geospatial tools to turn complex data into clear, actionable insights. Our work strengthens project planning, design, and decision-making. What You’ll Be Doing

As a valuable part of our GIS Team, the GIS Technical Director will lead, support, and expand an established GIS practice serving municipal, state, and private clients across Tighe & Bond’s New England and New York regions, overseeing teams that deliver utility and parcel mapping, spatial analysis, mobile GIS applications, and cloud-hosted solutions. This role develops and refines standard GIS workflows, data models, and quality control procedures while driving GIS-focused business development by identifying emerging client needs, positioning geospatial solutions within multidisciplinary pursuits, and crafting winning strategies for proposals, interviews, and growth in target markets. Your responsibilities will include:

  • Develop and maintain high-value client relationships across municipal, utility, transportation, and institutional markets, proactively promoting GIS services and collaborating with project managers to expand service lines and cross-sell capabilities
  • Drive strategic partnerships and internal market expansion by evaluating new technologies, fostering teaming relationships with software and data vendors, and guiding internal stakeholders on how GIS offerings can unlock new revenue streams and strengthen competitive differentiation
  • Manage large, fast-paced, multi-community data development and mapping projects, ensuring scope, schedule, and quality objectives are met
  • Direct multi-year statewide data development programs, including coordination with partner firms and state agencies
  • Lead GIS components of transportation, environmental, and infrastructure planning projects, including database design, field data collection workflows, spatial modeling, and impact analysis
  • Provide strategic guidance to municipal and regional utilities on GIS development, asset management, and system optimization
  • Oversee the implementation and ongoing support of web-based GIS platforms hosted in a secure cloud environment
  • Support clients in configuring GIS systems that improve emergency response, capital planning, customer service, and operational decision-making
  • Deliver training, demonstrations, and technical support for municipal GIS users
  • Direct the creation and maintenance of large-scale utility data inventories, including water, wastewater, and stormwater systems
  • Manage parcel standardization projects and ensure compliance with state-mandated GIS standards
  • Develop mobile GIS applications for data collection using ESRI platforms, GPS-enabled devices, and customized user interfaces
  • Oversee development of enterprise GIS strategies for large organizations, including needs assessments, industry benchmarking, and executive-level presentations
  • Coordinate with engineers, planners, and environmental scientists to integrate GIS into multidisciplinary projects
  • Evaluate new GIS technologies and data-collection methods to enhance service offerings
  • Guide internal staff development and mentor junior GIS professionals

What You’ll Need  

  • Extensive experience (15+ years) managing and delivering GIS projects in engineering, environmental, or public infrastructure fields

  • Demonstrated success leading teams and overseeing multi-discipline GIS operations

  • Advanced knowledge of ESRI GIS platforms, including ArcGIS Desktop, ArcGIS Pro, ArcGIS Online, ArcGIS Enterprise, and mobile data collection tools

  • Proven ability to manage complex utility system data, parcel mapping, asset management workflows, and cloud-hosted GIS solutions

  • Strong project management skills with experience coordinating large-scale, multi-jurisdictional initiatives

  • Ability to communicate technical concepts to clients, executives, and multidisciplinary teams.

Preferred Requirements

  • Experience with transportation GIS, environmental impact assessment, and enterprise GIS strategy development

  • Familiarity with AWS-hosted GIS environments and web GIS configuration

  • Understanding of municipal public works operations, utility infrastructure, and regulatory agency expectations

  • BS in Civil Engineering or related field; AA or higher in GIS, geography, engineering technology, or similar discipline
